[1] Certificates of Exemption were issued to applicants who had long history practicing dentistry in Hong Kong but lacked the academic qualifications to become Registered Dental Surgeons. In Daugherty's case, the Dental Board might have made a mistake about his academic qualification during the initial registration, which was then rectified and hence the revised listing.
